I use MSpaint most of the time. Photoshop is possible but very pixel unfriendly. Choose photoshop 5 if you are not experienced.

Nice guidelines for beginners! :) Just wanted to comment something but then I read your warning haha, still a tip: If you use your darkest shading color as the same color for your outlines, the need to clean your lines is less important because you can use it for shading. This saves time especially for bigger projects :D
